My Back Passage Has Got Blocked Again

All joking aside, I am trying to clear up the alleyway at the back of my house. One person in my street is doing "house clearances", charging people to clear the house and then just dumping it around Liverpool, including on his own doorstep. So, having spent time on Sunday clearing the alley I was distraught and angry to find about 430 bin bags stacked in the accessway. Not only is in unhygienic but it's a health and safety hazard. How do we get people to stop doing this? If there is one in every street they are making life miserable for the rest of us. Anyway, I put the anger and despair to one side and transported half of them to the tip today. I know that I am doing what he should do but all I can do is try and keep the place clear and then work on getting the person to stop doing it.
